What Is Random Video Chat?
Random video chat is a live camera conversation with a stranger the service picks for you. You do not search for anyone or send a request: you press start, someone appears, and either of you can move on at any moment.
People look for the same thing under many names: video chat with strangers, live random video chat, random cam chat or simply talk to strangers. The format is the same in each case. A site keeps a pool of people who pressed start at about the same time, pairs two of them and opens a video call between them. Nobody knows in advance who comes next, and that is the point.
What separates one random video chat from another is everything around that moment: what a site asks before the first call, what it charges for, whether it records anything, and what you can do when a conversation goes wrong. The sections below cover the mechanics first, then how WHO App Live answers each of those questions.
How Random Video Chat Works: Pool, Match, Next
Behind every random video chat sits the same loop. Picture it as a strip of film read left to right: the pool, the pairing, the frame on screen now, the Next tap, and a blank frame that stays empty until it loads.
Pool
Everyone waiting
People waiting for a match at the same moment as you. You never see this list.
Match
Two people paired
The service picks someone from the pool and opens the call. Neither of you chose the other.
Now
On camera, live
One person, talking to you. Nobody else is in the call and nobody is watching it.
Next
One tap to move on
Either side can end the match. On WHO the next person loads in the same window.
Unknown
Whoever loads next
Blank until it happens. Not knowing is the whole idea.
Tap Next and the strip moves on
Two things decide who lands in the middle frame: who else is waiting, and any filter you set. Without a filter, WHO simply connects you to the next person, wherever they are. Because a match is always one person, there is no audience to perform for and nobody joining halfway through. When a call stops working, Next ends it and nothing is filed against anyone.
Every match on WHO is a 1v1 video call with exactly two people on screen, never a group and never an audience.
Matching and the Next control as WHO App Live describes them on its homepage, read on 5 October 2026.
What Is Left to Chance, and What Stays in Your Hands
Random does not mean out of control. Some parts of a random video chat are decided for you; others are yours from the first second. Knowing which is which makes the first few calls much less awkward.
Left to chance
Who appears
You cannot pick a particular person or look someone up. The match comes from whoever is waiting at that moment.
When they appear
How quickly a match loads depends on how many people are waiting, so it can change from one call to the next.
How they open
A greeting, a question, a wave or silence. The first seconds belong to both of you, and you cannot script the other half.
In your hands
What the camera shows
You choose the frame, the light and what sits behind you. Your match sees only what you point it at.
Who is in the pool
Pick a language or a region before pressing start, and the match is drawn from inside it.
When a call ends
Leave any match with one tap. No reason needed, and nothing is filed against anyone.
Who never comes back
End the call at once, and that person is not matched with you again.
What gets a second look
End the call and send the session to the moderation team, which reads it and decides.
Filters, Next, Block and Report work the same way on a phone and on a laptop.
Random Video Chat by Language or Region
Many people search for random video chat in one particular country. Usually the wish behind it is simpler: someone who speaks your language, or someone awake at the same hour. A filter narrows the pool and keeps the match random.
The match inside the ring is still random: a filter changes where WHO looks, not whom it picks. On several well known sites the same choice sits behind a sign in or a paid plan, so it is worth checking before you rely on it. On WHO you set the filter before pressing start, and you can leave it off for the widest mix of people.
WHO App Live itself is available in eight languages: English, Arabic, German, Spanish, French, Italian, Portuguese and Russian.
Everyone online
No filter at all. The match can come from anywhere in the world.
Language filter
Matches only inside the language you set. Handy for an easy chat, or for practising one you are learning.
Region filter
Only people from the region you choose. Switch it off whenever you want to go global again.
Your next match comes from inside the smallest ring
Free Random Video Chat, No Sign Up
A random video chat with no sign up means the first call happens before you hand over anything: no email, no phone number, no profile photo. On WHO App Live the only step is the camera prompt from your browser. An account becomes useful later, and only if you want to browse who is online instead of leaving it to chance.
Free follows the same order. Starting a call, being matched and moving on with Next cost nothing, and there is no card to enter. Some extras inside WHO are paid and optional; none of them is needed to hold a conversation. So you find out whether you enjoy talking to strangers at all before money ever comes into it.

Video Chat with Strangers, Safely: Three Ways Out
Most random calls are short and friendly. When one is not, what matters is how fast you can leave and what happens afterwards. On WHO every call has three exits on screen, and each one leads somewhere different.
It is just not clicking, or you want someone new
The match ends and a new person loads. Nothing is filed.
You never want to meet this person again
The call ends at once, and WHO never pairs the two of you again.
Someone breaks the rules or makes you uneasy
The call ends and the session goes to the moderation team for review.
Reports are read by people. Every WHO video chat has automated filters running in the background, flagging what they can, and the moderation team reviews each report before deciding on the account. Three things end an account for good: harassing anyone in a call, abuse that targets who someone is, and being under age. That is also why WHO asks you to confirm your age before your first call.
Privacy works the same way: you decide what crosses the screen. Your match sees your camera and hears what you choose to say, but not your location or contact details, and WHO does not record the call or keep anything once it ends. Hold back your surname, address and workplace until you have a reason to share them.
Controls, review process and suspension reasons as WHO App Live describes them on its homepage, read on 5 October 2026.
Where Random Video Chat Came From
The format is older than most apps that use it today. Omegle opened in March 2009 and paired strangers one to one with no registration, at first in text only; video followed in March 2010. Late in 2009 a 17 year old student in Moscow, Andrey Ternovskiy, launched Chatroulette, named after Russian roulette, where either person could leave at any time by starting a new random connection: the Next button in its earliest form.
Omegle closed on 8 November 2023, when its founder wrote that running it was no longer sustainable, financially nor psychologically. The idea did not close with it. OmeTV, running since 2015, kept the same loop of a stranger, a camera and a way to move on, and the sites that followed mostly differ in their rules about accounts, prices and safety.
If Omegle is the name you still type, our Omegle alternative page explains what happened to the original site and where its address leads now.
How to Pick a Random Video Chat Site: Five Questions
Lists of the best random video chat sites go out of date fast, and most rank on looks. Five questions sort them quicker, and you can put them to any site in a minute, this one included.
What does it ask for before the first call?
A sign in before the first call means handing over your details before you know whether you even like the format.
On WHO
Nothing but camera access. No form, no profile, no account to start.
What is free, and what costs money?
Some sites keep calls free and charge for filters or a monthly plan. Find where that line sits before you get used to a feature.
On WHO
Starting a call is free. A few extras are paid, and all of them are optional.
Does it record or keep the call?
Look for a plain statement in the site's own words. A vague promise about privacy tells you very little.
On WHO
WHO does not record video calls and keeps nothing from a chat once it ends.
Who reads a report?
A report button only helps if someone acts on it. Look for a moderation team, not only an automated filter.
On WHO
Automated filters on every call, plus a moderation team that reviews every report.
Who is the site meant for?
A site that asks you to confirm your age, and enforces it, is telling you plainly who it is built for.
On WHO
You confirm your age before the first call, and under age accounts are suspended for good.
Already on OmeTV and wondering how these answers compare? Our OmeTV alternative page puts the two services side by side, row by row.
WHO's answers come from its own homepage, read on 5 October 2026. Ask the same five questions of any other site before you press start there.
Random Video Chat App or Browser? Starting on WHO
You do not need a random video chat app to use WHO. It runs in the browser, so the first call usually starts on whatever screen you are already holding.
Laptop or desktop
Any up to date browser works. The call opens in a tab, and a desk or table keeps the picture steady through a long conversation.
Android phone
Use the browser, or get the WHO app on Google Play if an icon on your home screen suits you better.
iPhone
No WHO app exists in the App Store. Safari or any other iPhone browser opens it, and adding it to your home screen gives one tap access.
Whichever you use, the first call takes the same three moves: press start, allow the camera when your browser or phone asks, and say hello to whoever appears. If the picture stays dark, the camera permission was probably declined; allow it in the site settings and start again. From then on, Next is always on screen.

Random Video Chat: Common Questions
Is random video chat anonymous?
On WHO you can start without an account, so no name or profile is attached to your first call. Your face is another matter, because the other person sees your camera. Keep letters, documents and anything with your address out of the frame.
Can I choose who I talk to?
Not a specific person. Random video chat works the other way round: you choose the pool with a language or region filter, and chance picks the match inside it. Block is the one choice that lasts: that person is not matched with you again.
Is random video chat the same as Omegle?
Omegle was one random chat site, and it closed in November 2023. Random video chat is the format it helped spread, and many services, WHO App Live among them, run it today under their own rules.
Random video chat or random video call: any difference?
No real difference. People type both for the same thing, a live video conversation with a stranger the service picks. WHO calls each match a video call, so you will see both words on the site.
Why did my match disappear mid sentence?
Usually one of you tapped Next or the connection dropped. It is a normal part of random video chat and rarely personal; the next match loads in the same window. If the picture freezes a lot, moving to Wi-Fi tends to help.
Can I practise a language with random video chat?
Yes, it is one of the better uses for it. Set the language you are learning as your filter before you press start, so every match comes from inside it. Say early that you are practising, so your match knows why you ask for repeats.
What should I say first in a random video chat?
Something you can both see or know: the time where they are, the room behind them, the music playing. A question gets a reply faster than a plain hello, and it gives a quiet person something easy to answer.
Is it free on a phone as well?
Yes. The browser on your phone opens the same WHO as a laptop does, with the same free start and the same optional extras. Adding it to your home screen only changes how quickly it opens.
